Which is more punishable, Stealing file information via hacking or physically stealing?

I believe both are the same ethically, but on a legal issue. would one be more punishable if a person was to steal file information physically (breaking into a house, car, book bag, ext) or hacking into a computer for the file information. Will assume that the information for both the paper file and computer file are equally important.
