Is it required that an American suspect/witness speak English during a trial or interrogation in the U.S?

If the suspect/witness obviously knew English, would it be illegal for him/her to respond only in a foreign language? What if that person knew multiple languages, and everytime the authorities brought in a new translator they just switched to a different language? Is this another criminal offense that's punishable?
