Should burning a LGBT rainbow flag be a punishable offense?

There was a flag burning at a small private college last fall. It apparrently only involved two students at night behind a campus building, with a flag that had been found in the trash. While the administration expressed outrage and promised swift punishment, no action appears to have been taken. Should it? Should the students have been expelled? Or was the incident not even worth reporting?
