Is it illegal by law to sell runescape accounts?

i know it is against the rules of runescape to sell accounts, but is it punishable by law? I can't be sued or anything like that can I? there are no laws that prevent me from selling the accounts correct? because I'm considering creating a site to sell accounts. Would it make a difference if I only charged for the time put into the account, and not the account itself?
