Did the Americans ever find the guy called ''Charlie'' who they where looking for in Vietnam, and who was he?

My father told me about a guy called Charlie, who the American Army where trying to catch for many years in Vietnam. I think this happened about 30 years ago but i don't know if they ever caught him. Was he a terrorist like Bin Laden and was he caught? If so, who was he and what's his story?
